Authorities are closing in on those responsible for dumping newspapers across the district.
Council staff and police believe they have identified the culprit.
Star News Group managing director Paul Thomas said the community had been understandably outraged by reports of newspapers, predominantly the Berwick News, being thrown out of a car, primarily in the Upper Beaconsfield area.
“As a business, we share that outrage and have been working with our distribution company to identify the individual involved,” Mr Thomas said.
“With hundreds of people involved with the process of distribution and any number of other people being able to put their hands on our newspapers, that has not been an easy task.
“However, through some clever identifying elements over a number of weeks, we believe we have identified the source of this disgusting practice.
“The matter is now in the hands of police and City of Casey enforcement offices and we are awaiting news that the person has been properly dealt with.
“We apologise to the community,” Mr Thomas said.
“Please understand that we have been as frustrated as residents have been about this. I certainly hope this is the end of the matter.”
