Cardinia Highway Patrol members intercepted a car speeding along Beaconsfield-Emerald Road, Guys Hill around 1pm on Saturday 10 November.
There were three children in the car.
The driver of the car, a 28-year-old male from Narre Warren, was charged on summons for speeding and driving unlicensed.
The 28-year-old female passenger and owner of the car was also charged for permitting an unlicensed driver to drive the car.
The pair are due to appear in court at a later date.
