Victoria Police have issued 73 fines to those breaking social distancing and lockdown rules in the past 24 hours.
Of the 19,002 vehicles stopped and questioned at checkpoints on main arterial roads, only 12 infringement notices were issued.
A number of people were caught on their way to visit friends or have been hosting gatherings at private properties.
Police conducted 5248 spot checks on people at homes, businesses and public places across the state, taking the total numbers of checks since 21 March to 137,075.
