An investigation into the expenses of a Cardinia Shire councillor has been delayed because of the election caretaker period, a council meeting has heard.

The expenses investigation surrounding re-elected Central Ward councillor Collin Ross, carried out by Justicia Lawyers, was first presented to the September council meeting, after outgoing councillor Leticia Wilmot called for a review into Cr Ross’ claims.

The audit involved a review of travel expense claim forms and out-of-pocket expense claim forms lodged by Cr Ross for attendance at meetings in the city.

But an extension was granted to enable Cr Ross more time to provide information, after he advised CEO Carol Jeffs that it was “difficult” for him to provide further information during the post-election period because his access to council equipment and systems had been disabled.

During the 30 November council meeting, Ranges Ward councillor Jeff Springfield said there had been “some commentary” in the community regarding the status of the investigation.

“I believe this council can easily reassure the community that we are taking our due diligence and due process to undertake this investigation and this report so that this is adequately looking at all sides of the story,” he said.

Henty Ward councillor Carol Ryan said while it was “really good” all tracks had been covered, she had concerns about the cost of the investigation.

“The only concern I’ve ever had is the expense of the lawyers … when it could have been dealt with inside. We’re looking at tens of thousands of dollars and that’s ratepayers money and I think that’s why the ratepayers are quite concerned,” she said.

The final report will be presented to the December council meeting.
