No roof, no hope … and no answers

HE lives underneath a blue tarp partially concealed by roadside bushes.
His nights are likely cold, with little to warm his bones as the sun retreats and the still wintry chill sets in.
It’s unclear if anyone knows his story or how he ended up living next to a busy Pakenham road but his battle with homelessness is one of many realities afflicting a growing number of people in the city’s south-east.
Homelessness in Cardinia Shire may not be as in your face as it is in the city centre but it’s a rising social crisis.
According to the most recent census, 145 people were recorded as ‘sleeping rough’ in Cardinia Shire, while a further 235 were identified as living in caravans or improvised homes or tents.
The statistics also revealed south-eastern suburbs had the highest proportion of homelessness than in any other area of the city.
Cardinia’s 4Cs housing worker Ann Maddocks said the issue had only escalated in the past few years.
“There is a huge amount of homelessness in the area. Last month alone, I had 15 people come in to talk to me about housing. The number of people or families looking for homes has gone up majorly because there are more people in the area so it’s harder for people to get housing,” Ann said, mentioning the effect of increased housing prices.
“People don’t think (homelessness) is in our backyard, but it is.”
Cardinia Shire Council admitted affordable housing was a major factor contributing to the escalating social issue in the area.
“Homelessness and the shortage of appropriate housing is a critical social issue for Cardinia Shire,” a council spokesperson said.
“Currently, there are limited housing options for those experiencing financial hardship or presenting with crisis and emergency situations, and local service providers are struggling to provide any short, long or sustainable rental support.
The council is attempting to tackle the problem ripping families from homes and on to the street.
“The council shares community concerns about the growing issue of homelessness in Cardinia Shire, and we are taking what action we can to improve living conditions for residents at risk,” the spokesperson said.
